No. You can't have two first/reserve combination from the same club in the same division. If Flinders (Div 3) are not promoted, then Flinders (2) are ineligible to be promoted regardless of where they finish. If they finish top two, then third place will be promoted. I agree that it will be tough for Flinders to finish in the top 3of div 3 (cant see a team finishing 4th getting promoted this way )hence the div 4 will remain,you just never know with some clubs.

Yeah same principle, it's all dependent on Flinders (Div 3) being promoted, which at the moment (based on table position and results) appears unlikely, but there's still 6 rounds left in that division so anything is possible.
What it means is that as long as RBE and OISC (2) in Division 4 can position themselves in the Top 3 (and not let Brahma Lodge catch them), then they should be promoted.

What if a team pulled the pin, say with 3 games to go? Is there a set period in which everything is expunged as opposed to just treating so many games as forfeits?

this happened a few seasons back when black eagles were kicked out of the league. all results were expunged and because of that the promotion/relegation teams were changed. teams should know if they have enough players to fill a team, if you dont then dont enter a team.
Croatia last year were Sun div 3, this year they didnt think they could field a full B grade team every week and therefore have been put into Div 6. thats a fair thing to the other clubs, these other mobs should give the same consideration.

Your club have been effected by this the worst, I dont think its fair they lost clear top spot due to a teams incompetance
