Technically - no. All players have to be behind the ball at a penalty kick otherwise it is offside but only if a player gains advantage by being in that position.

On a drop ball once the ball has hit the ground it is 'live' play so I wouldn't consider it a set play.

You could argue then that once a goal kick has left the area then it is "live" play.

I understand what you are saying, but making the point that you can be offside from a drop ball.

Once the ball has left the field of play, you cannot be offside from the method of bringing it back into play. (throw in, goal kick, corner or kick off)

mate of mine in the State League Reserves, was called off side after getting the ball direct from a goal kick and scoring. Shows that some ref's don't even know it.
