Palermo have accepted Tottenham's £28million double bid for Simon Kjaer and Edinson Cavani.
A host of clubs have been linked with the highly-rated pair with Palermo resigned to losing the star duo this summer.
The likes of Manchester United, Manchester City and Inter Milan have been credited with an interest in Danish international Kjaer, while City and Wolfsburg are thought to be keen on Cavani.
However, Tottenham are hoping to steal a march on their rivals by making a double bid for both players.
Zamparini claims Spurs have tabled a bid of €35million (£28million) for Kjaer and Cavani and that the offer was too good to turn down.
"Tottenham have bid €35million, an offer we cannot refuse, seeing as the two players have both said they want to leave," Zamparini told Sky Italia television.
"We will reinvest the money for these players," said Zamparini. "The midfield is my biggest concern, whereas in defence and attack we are fairly covered."
Spurs boss Harry Redknapp is keen to bolster his squad as he prepares for the Champions League next season and landing Kjaer and Cavani would be a major coup for the White Hart Lane outfit.

Real Madrid have confirmed the signing of Benfica winger Angel Di Maria on a six-year deal, as new manager Jose Mourinho builds his squad for the new season. Di Maria is currently on international duty with Argentina at the World Cup in South Africa, but will swap the Portuguese league for the Spanish Primera Division once the competition has ended for a fee reported to be in the region of €25 million.

there is no question Barcelona have the best players in the world
Real Madrid will take time to blend together, with Mourinho at the helm and some good additions in the off season i can see them going far in the league and in europe
dont forget they did well in spain last season

mourinho takes that winning mentality with him everywhere he goes, so next season for madrid may be much better as you suggest

Hope this goes through, Cavani is a quality player. Not sure if he'll agree to this though, apparently has dreams of playing under Rafa at Inter...

Tottenham maintain they have not made any bids for Palermo duo Simon Kjaer and Edinson Cavani.
Palermo president Maurizio Zamparini claimed Spurs had tabled a 35million euro offer for the pair, with Denmark centre-half Kjaer and Uruguay forward Cavani having both played well at the World Cup.
However, the Barclays Premier League club insists those remarks are wide of the mark.
"Palermo's claims are inaccurate. We have not bid for these players," said a spokesman for Tottenham.
Spurs boss Harry Redknapp has had issues in defence with Ledley King and Jonathan Woodgate both struggling with long-term injury problems while Cavani would boost an attacking line-up which already features the likes of Jermain Defoe, Peter Crouch and Roman Pavlyuchenko.
Zamparini was quoted by Sky Italia as claiming: "Tottenham have bid 35 million euros, an offer we cannot refuse, seeing as the two players have both said they want to leave.
"We will reinvest the money for these players. The midfield is my biggest concern, whereas in defence and attack we are fairly well covered."
Palermo signed 21-year-old Kjaer from FC Midtjylland in 2008 and a string of impressive performances in Serie A have brought him to the attention of Europe's leading clubs.
Cavani, 23, was equally unknown when he moved to the Sicilian club from Danubio in 2008.
Kjaer's representative Mikkel Beck has indicated the Denmark international would be open to a move, should anything "concrete" materialise.
"The situation has not changed since the summer began," Beck told www.Sport.co.uk.
"He has a contract with Palermo for another three years, but he has been put in contact with so many big clubs in the last year.
"It is great that there is interest from these clubs, but I am afraid that nothing concrete has come from any of the interest as of yet.
"At the moment we stay put, and Simon is very patient. He knows what he has at Palermo, they are a top Italian team and are playing in the European Cup next year, so he knows what he has.
"But on the other hand he has admitted that if any concrete offers come out of the current interest then he would seriously consider leaving Palermo this summer."

HODGSON SET TO REJECT ENGLAND
Roy Hodgson could be about to slam the door on one of England's management options.
It is believed Hodgson is finally ready to quit Fulham and join Liverpool, despite being placed high on the Football Association's hit-list of candidates who could replace Fabio Capello.
Within hours of landing at Heathrow, Capello was on his travels, back home to Switzerland, where he is expected to have a short break before learning whether he is to remain in his £6million-a-year post or being relieved of his duties.
Speculation is growing that Capello will be axed in the wake of England's woeful performances in South Africa, with TV pundit Chris Kamara the latest to leap on the bandwagon, branding the 64-year-old's position "untenable".
Club England chairman Sir David Richards and managing director Adrian Bevington both travelled home with the team and will now assume responsibility for deciding what course of action to put before the FA's international board, who ultimately will decide Capello's fate.
The situation is exceedingly complex, partly because it is only four weeks since Capello signed a revised contract that removed a break clause that came into effect after the World Cup.
After turning down a number of managerial offers, including one from Inter Milan, to commit his future to the Three Lions, Capello would no doubt demand significant compensation if he were to be removed, having declared he wanted to see the job through to Euro 2012.
Yet also key to the FA's thinking is who to replace Capello with.
Although Harry Redknapp has widespread public support, Hodgson would have been a more likely candidate given his vast experience at home and abroad and the apparent inevitability of an Englishman becoming Capello's successor.
However, managerless Liverpool have been attracted by exactly the same attributes and twice in recent days stories have emerged that Hodgson would join the Anfield giants "within 24 hours".
Those stories have started to gather more momentum, with the belief that Hodgson is not willing to hang around and wait for the FA to get through their consultation process and risk what would almost certainly be his last chance of managing one of England's biggest clubs.
Liverpool would regard themselves as too big to be made to wait, especially as their non-World Cup players, which include Yossi Benayoun, Lucas Leiva and Emiliano Insua, will be among the group that is due back to training next week, the start of a month that also includes a crucial Europa League third qualifying round tie on July 29.
However, as it presently stands, the deal remains unsigned, offering the FA an opportunity to hijack it.
If Hodgson does opt for Anfield though, aside from Redknapp, the candidates to replace Capello are limited.

Inter head coach Rafael Benitez is planning a triple raid on former club Liverpool for Glen Johnson, Daniel Agger and Lucas, according to Mediaset.
Benitez, 50, left Anfield by mutual consent this summer and quickly moved onto the European champions. With a massive transfer budget to play with, he is rumoured to have targeted a reunion with his former charges.
The Spaniard is expected to sanction the £30 million exit of Brazil right back Maicon this summer, and will use some of the money to bring snap up Johnson. Agger is also seen as a natural replacement for veteran centre back Marco Materazzi, while central midfielder Lucas is a firm favourite of Benitez's after sticking with the Brazilian through ups and downs last season at Anfield.

Man City seal Silva
MANCHESTER CITY have completed a £27million swoop for Spanish star David Silva.
The Valencia forward, 24, will join Roberto Mancini's side after this summer's World Cup.
Silva said: "The time is right for me to seek a new challenge, and I am thrilled about playing in England with Manchester City.
"I believe the Premier League is one of the best competitions in the world and I want to bring success to City and win trophies for them.
"I want to say that I always hoped to come to Manchester City and I am excited about my future there.
"They are a club with a great future with fantastic players. I want to be an important player in Manchester City's history.
"Now I need to fully concentrate on playing for Spain in the World Cup."
Silva formed a formidable partnership with fellow Spain international David Villa in La Liga in recent seasons.
But with Valencia struggling for cash and Villa signing for Barcelona, Silva has decided to move on.
He added: "I would like to thank Valencia as a club and all of their loyal fans, and my team mates there and staff.
"I have enjoyed six years at Valencia, they discovered me as a footballer and they will always be a special club for me."
Ambitious City have won the race to capture Silva ahead of Chelsea and Real Madrid.
Jose Mourinho had been keen to take him to the Bernabeu but cooled his interest after sealing a £20m move for Argentina ace Angel Di Maria earlier this week.
City boss Mancini said: "I think that David Silva is one of the best midfielders in Europe, and I hope he will be a very important player for Manchester City.
"I am so pleased he is coming to us, I think he can make a big, big impact for Manchester City.
"In signing David, we are showing the World that we are bringing the best players here and that we hope to compete to win the Premier League.
"When players see what is happening at Manchester City and the ambition they are attracted to what we are building and want to be a part of it.
"I hope he does very well for Spain in the World Cup and then joins us for our pre-season, ready to compete in the Premier League.
"I am very excited about seeing him playing for Manchester City."
City will also announce the signing for Barca midfielder Yaya Toure later this week.
