dishing out of cards

Could someone please tell me if in a game there is a referee who is an official of a club and is not an official referee is he/she allowed to dish out cards to players??

I know that in the men's amateur leagues the clubs ref must complete a ref training course in order to have the title of club referee or official. And upon completion the club is issued a hi-vis vest with the above title lazer printed on it. And therefore he/she is then given the right to hand out cards as they see fit

Whomever is appointed to be the referee, either by concensus or the home team, they will be the "club referee".

The club referee has the same decision making capacity as an officially appointed
referee. This means that they can enforce cautions, send-offs and submit any reports
regarding team and/or spectator behaviour.

from my experience club refs normally dont put the cards down on the team sheet after the game unless if its a serious violent cunduct(red). Have seen club refs send off players from their own club a number of times.
