You are right Muts, just because it is the normal situation, does't make it rule, is there a section that states they do not?

Players are still trialling for clubs as they will not find out on selection until November, which makes it hard on a club who may have 2-4 players in, or not in their squads.
What does a club do, select extra players, then in November they cut 2-3 players because their possible skillaroo players miss selection?
