Rule has been the same for many years now, ref show know them as should coaches etc.
7.7 In the event of a draw at the end of normal time For JPL Cup competitions from Under 12 to Under
16, a 5 minute interval shall be taken followed by 10 minutes of extra time each way. Following
this if the match is still a draw, the result shall be decided by penalty kicks under the FIFA Laws of
the Game.
FIFA laws of the game...you keep taking penalty kicks until you have a winner (if still level after 5)

My sources tell me that after 5 penalties it was 3-3 as recorded by the referee. I also am led to believe that the Playford player who took the 5th penalty, in fact scored. This is the real dispute that needs to tidied up. I'm sure both Coaches could clear this one up. If I was an opposing Coach, I reckon I'd know the score after 5 penalties. In the 13s match between Campbelltown and Raiders, the Raiders trainer was screaming out 'take them out' when the team was losing 6-0.
I was disgusted when I heard that coming from their bench, no one wants to condone those actions on the playing field especially at such a young age.

Simple, the referee admitted to miscounting. West lead after 5 penalties each by 3 goals to 2. FFSA will ultimately rule in Wests favour.
If it was the other way around we would have graciously accepted defeat.
No need to make a big deal out of it. The young female referee was never intimidated by our officials as alleged by a previous poster. Once she checked her book she saw her mistake.

If correct this sounds a lot more plausible than the version posted by the West Adelaide supporters and shows that a convenient little detail was left out. We're in gods name did you find the dissalowed penalty from?? The was not one penalty dissalowed in the shootout, There was a penalty dissalowed during normal time for being kicked before the whistle so did u just shove this penalty in the shootout and take it out of normal time?
