Throwing money after a problem is like drip feeding those on welfare. You will not strengthen the club. All you will encourage is cheque book (or bank transfer) recruiting. That will only build a weaker competition. The problems remains with the clubs. Get the right people in the positions (or engage people with proven results in sports admin) to build the brand and then the rest will happen.

You’re proving my point.
The top clubs aren’t strengthening their program. They’re merely throwing money to get success. It doesn’t reward those who put the time in and for me, I don’t like it, as it doesn’t reward those who value their female program.
I wouldn’t suggest the competition is overly competitive at the moment anyways.
The same clubs struggle, the same clubs do well. There are some massive score lines and one sided games.
Having tighter rules to evenly spread players would help grow clubs and spread the competition around.
Others mightn’t agree, but seeing a club like Uni or Flinders or Birks who dominate the juniors win the WNPL would be a great sight.

Introduce rules only allowing clubs to spend what they earn from normal operations.

Good luck getting FSA to do anything.

From the games I've seen - the league is much more balanced than it was 5 years ago.
Yes there were some extremely poor teams this year at the bottom this year, but it wasn't that long ago that City and West Adelaide were miles ahead of everyone else at the top either. Slowly, the talent is spreading out.
