There is nothing stopping those clubs or even players going to Feds.. they choose to play amateurs... most of the clubs in the higher divs would be paying their players or some of their players.. it is how it is... no different in any league around the world.. usually the clubs with more money are consistently playing higher divs..
I wonder if that is true. I would have thought most places have amateur leagues for amateurs, semi-pro leagues for semi pros, and professional leagues for professionals. They also have cup comps where they can all compete against one another, as well as knock out comps within their own leagues. I know there are reasons SAASL developed as it is but, like I say, that doesn't mean it is the best set up.

To be honest, when I played for Elizabeth Downs between 1975-1993 it never occurred to me that I would need, or want, money to play for them. Having progressed through the juniors to the Senior level, representing my Club at their highest level felt like an honour and reward enough.
For most of my amateur playing days I was quite naïve to the fact that others might be receiving match payments or signing on fees. For a brief while at the Downs I think there was ~$10 (or $10 worth of beer) for a win (that was the closest I got). I had heard rumours of ex Downs players receiving some financial benefits to move across to other clubs. In hindsight, and through what I have since been told, I now realise how much was on offer in the SAASL through the 70s-80s and 90s.
Some of the figures I hear now astound me, particularly when there are so many around Clubs that volunteer their time and efforts freely.
However, if you want a successful Club atmosphere and support it helps to have a successful team(s) on the park and in today's financial climate, offering incentives to attract a good team seems to be a given....you can see this at all levels of football.
If you have a good, solid, financial Club then you will usually maintain your successes, if the rewards you offer stretch you finances, sponsors and volunteers to their limits be prepared for your Club's fall from grace.
The romance of Cup competitions are those David v Goliath moments, it's just 11(+3) v 11 (+3) on the day, give it a good crack !
