It might sound harsh or even simplistic, but can't help but feel that maybe there are too many clubs for the demographics here anyway, ie "law of jungle".
Better to have less clubs (therefore less need for volunteers) but perhaps with more club divisions (A's, B's, C's and D's/O'35's).
A's and B's for those wanting a decent challenge, with C's and D's for a kickabout.
Yes, there are still issues to sort in this scenario but seeing it more these days when a group of people might say stuff it, let's form our own club without realising how much foundation is required to get anywhere, especially long term, only for struggles on and off the field and eventually people get worn out or are time poor and club rolls over.
So maybe some "natural attrition" is needed for a while to even things up a bit.
