I am asking this questions because around Town clubs who own or rent are starting to increase junior fees to ridiculous highs ever.

Rent = costs
Own = costs

I know this is a difficult concept for you but therefore fees are a must, even if to break even in either scenario.

The only issue with "renters" they can be turned away at almost any time, so risk lies within.
