The 24-year-old has never featured for the Eagles since joining from Huddersfield for a reported fee of about £2m in September 2013.
He spent last season on loan with Nottingham Forest and Rotherham.
Meanwhile, the Owls are also understood to be close to agreeing a deal with ex-Netherlands international midfielder Demy De Zeeuw, 32, who is a free agent.
