Interesting.
I guess the idea is that it gives almost-there countries in tough confederations a chance to compete and improve.
But then, it's a competition for the best countries in the world, so I guess 'almost-there' countries don't deserve to be there.

I like the current 32.
As a separate tourny once every so often, may sound far-fetched but wouldnt it be kind of interesting if you had, say a 128 nation "FA cup" style knock-out tournament - all nations drawn from a hat, no host nation just whoever drawn first plays home. You'd need a few preliminary rounds to get it down to 128, but it could give some of the "medium" nations a chance to get quite far with the odd kind draw.
