Transfer from a different league

Just wondering what paperwork is needed to transfer from another league, and of the same deadline applies

My understanding is thst transfers, say from the FFSA to SAASL, if the release form is signed by an official from the FFSA Club, then the registration form can be processed immediately..last office (open) day for the SAASL is Monday June 30th...the transfer deadline.
I don't believe that an FFSA (2014) registered player can transfer after that deadline.
