One reason for clubs asking for a card check is that players who are playing up or down will have forgotten their card and won't be able to play, or they've raced from one ground to another to fill teams for their club and can't get to the ground by the 15minutes prior to kick-off when the card check occurs, thus making the team weaker. Nothing to do with development, sportsmanship or being age-appropriate.
Suggest you re-check your operating guidelines. Section 12 of the Junior Comp Rules updated Nov 2012 no longer includes that clause that gave the right to view Player Registration Cards.

So basically any junior team can play any body they like? If it was suggested to play an overage player at our club there would be a mutiny it would never happen.

surprise no need to travel (unless you want a holiday :D ) E&D still do it as a surprise anytime the ref calls for the cards or coaches qualifications must be presented or no play and coaches can ask to see the opposition prior to game start.
