Several clubs are only using 17 as a team to allow players who did not make the elite groups of 16 an 18 a game.

Thank if you look at most clubs 90% plus of 18 would be able to play 17 and even 16.

I thought this would be the case but having seen many U18 games in the State League, I'm convinced most are legit U18s with a sprinkling only of U16s & U17s.
