I don't have any proof that it stems from rhyming slang for immigrant. But then, I don't go around claiming that either.

The closest I can get is a picture of the original convict wear - which has no stamping of POME or anything on it.

I always thought the term pom came about because prisoners were shipped to Australia from Portsmouth, aka: Pompey.

you will have to discuss this with the OED themselves, I cannot answer for them.

I would assume it doesn't cover bubble or sceptic either. Probably because they're more regional slang rather than common place in the entire country.
