There's far easier & less controversial ways for teams to waste time and wind down the clock.
For example, I've seen at the professional level where they just keep booting the ball out into the grandstands, or even over grandstand roofs.
At lower & amateur levels I've seen them just boot it out of the local park into adjoining streets, reserves, gullies & creeks.
Admittedly at the professional level they've got more ball-boys with spare balls to get play started again - if those boys are inclined to get the spares to the thrower or corner-kick taker reasonably quickly.
But teams can keep doing it ugly like this and there's not a thing that can be done about it.
