Easier for someone to go down with a fake injury methinks.
As I mentioned earlier, restrictions need to be in place....even without interchange, if a coach hasn't used his substitutes he could make substitutions to take up time....don't see much difference to how it currently stands.

Yes he can use his subs but under this scenario he could make unlimited interchange in the last few minutes.
Football is a game that has subs, I can understand Over 35's and friendlies but I don't even think C grade should have interchange.

In an ideal world possibly not GIAE but the fact is that C grade players are often the ones that the club is built on as they are youngsters that you want to keep in the club or older club stalwarts who have loyally followed and propped up the club - I would suggest that you really don't want to pi$$ these two groups off but not giving them a game - especially as they are the ones that actually have to pay to play and not have their rego subsidised or paid for.
Every time I have played a team that has used interchange "effectively", it has f'd up the tempo and flow of the game. You always have a players around you changing, and it makes it tougher to read a game and work your way into it.
Not saying it doesn't have it's place, but that place is not at the top level.

Some valid points about time wasting at the end of games have been mentioned.
What if the ressie teams were still limited to 14 player & interchange could only be done in the first half & during the half time break. So once the second half begun, the usual 3 player maximum substitute rule would apply.
So what would this achieve?
Ressies coaches could give more of their players a fairer go, instead of, for example, just the last 20 minutes. A player coming off on interchange before the start of the second half could go back on in the second half if required. This could keep more players interested & involved in the club.
Injuries could be better covered.
The ressies games would possibly be played at a higher pace which would be a good for those players striving to get into the "A" team.
"A" team coaches could have more scope to give their "A" team subs a short run in the ressies, instead of not having a run at all if he decides not to use a sub in the "A" game.
