The way it normally works is that clubs will nominate at U11 and the kids will trial for selection. If you son has missed out on trialling maybe approach your club TD to see if he can get a trial.

In my experience JPL and JSL team rarely train together. The best chance for promotion will come through injury or at trials in the following year. Your son my be good enough to play in the JPL team but for him to get a spot he is competing against established players. Maybe a year in the JSL will ...
