This happened in the Savoy v Angle Vale game 6 weeks ago. Sounds like the same ref yet I then watched EPL and saw Petr Cech do it and no free kick given. Not all refs pick it up but apparently its been a rule for 5 or so years. Goal keeper bouncing the ball is illegal.
