I don't know I'm unsure on the costs of each league. What are they now. I'd take a guess and say they should be less than the most expensive one now due to economies of scale.

From what i can see, there are 2 real issues with merging FFSA and SAASL. 1- SAASL have cash. Easy. Work out how many "service years" the combined clubs have had and then distribute the funds back to those clubs on a pro rata basis. IE. Club A 35 years, Club B 3 years, Club C 2 years.
