My 2 cents = yellow card and a penalty. I do not see this as an option the referee has two options: 1. if he thought it was deliberate , then he must enforce law 12 and award a penalty and a red card 2. if he thought it was not deliberate , then it is play on, no penalty, no red card, no yellow ...
